How to keep numlock on during bootup

I just reinstalled WinXP Pro on my machine and I always like to have the number lock on when it is time to type my password in. In my BIOS I have the Boot Numlock Status to On, and during bootup it turnes the numlock on, but right before it is time to type the Windows password, it turns it off, then I have to manually turn it on. So I presume that this is Windows doings having numlock turn off, so any help would be appreciated. In my previous install of XP it never did this, so I am not sure what exactly is up.

If you care to edit the registry this will do it:

HKEY_CURRENT_USER\Control Panel\Keyboard] (or [HKEY_USERS\.DEFAULT\Control Panel\Keyboard] for all users) "InitialKeyboardIndicators"="2"
