How to keep cats out of rose garden??

So, the neighbors across the street apparently enjoy taking in cats...several of them. And every damn one of them is an "outdoor" cat. They all have collars, tags, etc. but they roam all over the cul-de-sac. I don't really mind it and I'm even okay with them killing the occasional bird, mole or whatever. But lately, they have mistaken the rose garden directly in front of my house, which runs along the walkway to my front door, for a litter box. I have Cyprus mulch as a cover and they are constantly out there crapping/pissing and then making a huge mess of the mulch by covering their stuff up. When you walk up my walkway to the front door, it stinks to high heaven.

I have sprinkled Cayenne pepper ALL over the area which hasn't helped. And I don't have the time to sit on my front porch and pop them in the ass with a pellet gun (which I'd have no problem doing at this point). And my neighbors certainly aren't going to keep their cats (4-5 of them) indoors.

Any known cat deterrents that won't harm the cats but will keep them out of the rose garden? My dogs are kept indoors so they aren't much help with this.

bump, having the exact same issue at my place... cayenne pepper has helped before, but I think they are marking my front porch area too...

pellet gun.

depending on the type, only a couple pumps will be enough to get it moving, but not break skin when it hits.

cats really jump when they get hit.

Cats are creatures of habit and will keep using that area as a litterbox until you make it impossible for them. Maybe you can figure a way to have a sprinkler come on whenever one of the little pests comes near?
