how to install language packs?

i think you need the windows cd...

i keep getting those pop-ups when I go to sites that require a certain language. So i click "install" and it asks for the cd.
 
i tried installing the japanese language packs and was disappointed with the results - i thought it would turn all text into japanese (and make my keyboard japanese as well), but i never could figure out how to make it work!
