How to install HSF (may be simple, yet have to ask before messing it up)?

I got a new HSF kit and thermal compound. Do I have to remove the compound (the yellow gummy stuff) that is actually on the heatsink and apply my new compound or should I keep the thermal compound already on the HS and not apply any new compound. Or may be keep the actual compond on the HS and add some more? Thanks. BTW the compound I bought is very ordinary (GC Electronics Stuff). I can't afford the price of Arctic Silver + its shipping fees.

I would wipe all the old off and apply a very thin layer of what you have. First apply the goop, then put the chip and HS together, remove heatsink and scrape off any excess, then reattach to the chip.
