How to install a DFI ultra-D

Hey.. title says all:

I am starting my first build using a DFI Ultra-D and having problems trying to have the system boot.
What are the main things to start with? I connected the mobo to the PSU via the 24 pin, the 4 pin and a molex. Connected the heatsink, connected a videocard and a PS/2, plugged the RAM... system turns on, but then goes beep and the heatsink fan turns off...

Please help the noob!

list all you system specs please. how many leds are showing when you try to post?

4 red lights = system start-up
3 red lights = CPU detected
2 red lights = DRAM detected
1 red light = VGA detected
0 red lights = system boot-up

theres also another power plug between the top pci-e 16x slot and the cpu but that probably isn't your problem. i'd still plug it in, it will be a floppy connector.
