How to implement full-mesh dfs topology - server 2000?

I just implemented DFS on a pair of 2003 member servers in a server 2000 domain.

The dfs replication is acting funky, the folders don't seem to replicate fully. Also, when I check the replication topology, it shows custom instead of full mesh. When I change it to full mesh, it kicks back to custom...

What am I missing that's causing dfs to act funky.

I've implemented dfs on all server 2003 servers and it works fine, this is the 1st time I tried it with server 2003 in server 2000 domain.

Plz help!
