How to I make the Cipher Strength in Microsoft Internet explorer better?

I just got done reformating and I was at 128 bits. Now I'm at 0 bits and any site I go to that may have a cookie on my computer no longer remembers me if I log in or I simply don't advance on the website itself. How do I Make the Cipher Strength better?

did you try windows update? what ver. of IE you running?
