How to go about both platform upgrade as well as OS upgrade?

Here's the story. Friend has an older PC. I gave him an SSD and a Retail Upgrade copy of Win7 for him to use. He's been using the Win7 (legit, activated) for a few years now.

Now, I want to help him upgrade from an Athlon II X4 640 3.0Ghz, 4GB RAM, 120GB SSD, to a Skylake i3, possibly with a free upgrade to Win10 64-bit.

It would certainly be easier to clean install Win10 64-bit to start with the Skylake rig.

But since the Win7 license key is activated on the old Athlon II rig, would I have to activate that same key on the Skylake rig with Win7 64-bit, calling MS if needed? And then upgrade to Win10 64-bit? (My cell barely works at that location, although I could bring the PC to my place. Or rather, I could do all the work at my place, if he brings over his Win7 key.)
 
Is the Win7 license OEM or retail? If it's retail then you can activate Win10 with your Win7 key.
 
The new build 1151(which is what you will get from the MS site or from the MCT) will allow you to activate Windows 10 with old Windows 7/8.1 keys without having to install the old version of windows now

so you can upgrade the machine, install Windows 10 fresh and use theWindows 7 upgrade key to activate it, then you will have the free Windows 10
