How to get Win XP with COA?

I bought a barebones laptop. How do I get a legit win xp CD since it has a Certificate Of Authenticity sticker? It has no hard drive.
 
Though it's a bit of a gray area, if you have a legit CoA on the laptop, you can download an ISO of the appropriate version and install it using the key from your CoA.

Mainly, what you're paying for when you buy a copy of windows is the CoA/license. You already have one, so you just need a disk. If you're not comfortable downloading one, see if a friend can loan you one.
