I just got a new Gainward Ti4600 today to put in my P4 1.7ghz, 512mb DDR-2100 system. It's a great improvement over my GF2 but I want more!

IN UT 2k3 with all settings on highest and resolution in 1024x786x32 I'm only getting between 30-40 avg fps.

I've heard turning off Vsync greatly improves framerate. Also, what is the best program to use to overclock this card?

How do I turn off Vsync??

you can either go to properties
(right click desktop>properties>settings>advanced)
poke around in there

or download riva tuner, it does the overclocking and has lots of settings

also turning off/down antialiasing helps

other overclocking tools
nvmax
powerstrip
coolbits *best one imo, stricly overclocking, and even that is done through the properties dialog boxes shown above*
