All my alert boxes are unchecked in configuration though.Sometimes new software imposes itself in the Notification Area. This happened to me the other day. I went to Control Panel/Notifications and fixed the intrusion.
By configuration do you mean CP/Notifications?
Try going to Notifications. That gives you a list of all apps that could need them. Each one has 3 choices. Show always, show only notifications, or hide always. I do that directly from Control Panel (I have a desktop icon for that.) then Notifications is one of the sub-headings.

Same. I've seen this annoying bell in both Firefox on my W10 PC and on Chrome through my phone. So annoying and so pointless. Thanks. Was able to block the element with AdBlock Plus in FirefoxAnd Linux.
Here is how you get rid of it.
Install an ad blocker. Right click on it and block element.

Desktop is not much of an issue since it is not obstructive. On phone it is super annoying.ah crud it just made it onto my desktop
