how to get progressive scan?

I just got a dvd player that has progressive scan so i thought i'd try with several dvds i got...each time i click the progressive scan button it makes the screen all snowy and buzzy. I have a crappy ol' 20" tv that i will replace soon but is that the cause? do u need a certain kind of tv to get p-scan?

I love mine. You can find some hdtvs kinda cheap now, i got my 27"zenith for $425 at circuit city.

so like an edtv lcd or plasma works too? what about on the dell 17 lcdtvs? Like THIS?

Can i see the quality through my pc dvdrom?...will regular DVDs play progressive scan on PCs?
I have powerdvd but i don't see anything to enable it...
