How to get DirectX

Hi, where and or how can I down load the latest version of DirectX9.? to install on a PC without a internet connection, (down load it complete, and burn it to a cd), or can I get it from a new game CD, and if so what game. UT2004, Painkiller, Halo.

edit - the redistributable version is linked out of the dl in Additional Info if that is what you are asking (which I think is earthlings link?).

I'm pretty sure Rise of Nations has 9.0a on it. So if you have that you'll be (almost) up-to-date.
