How to get Cool'n'Quiet to work

As the title says, I am having trouble getting cool'n'quiet to work on my computer. See my signature for system specs. I have C&Q enabled in the bios, the software from AMD's website is installed, and I am using the AMD dashboard. The CPU is currently idling at 30. I am not overclocking. Thanks for any help.
 
Bring up the Display Properties window. Click on Screen Saver tab. Click on Monitor Power Options icon on that tab. Configure the "Power schemes" pull-down and set to "Minimal Power Management" option to enable Cool'n'Quiet.
 
Or you can go to the power options straight from the control panel. It won't work for me on Minimal Power Management or Max Battery. BTW, I have the multiplier and vcore set to AUTO in the BIOS and FSB set to 200.
 
Thanks for the input, got rmclock to work. CPU is now running an amazingly cool 24 degrees. Not bad for air. Thanks guys.
