Co-worker just called me. She said her daughter started hanging out with some people at school and is now completely rebellious because she's been "brainwashed". She got into a serious fight with her daughter and child protective services had to be called and they took the daughter away. She's 14. The mother has the daughter's phone and wants to get access to see the communication between her daughter and daughter's friends. Daughter will not give her password. She's contacted Apple but they won't help her even though the daughter's a minor and the mother purchased the phone. What are her other options? She's asked for my help but I know nothing about iPhone security. I also want to know if me helping is above board.

While I appreciate that you're wanting to help a co-worker, attempting to circumvent someone else's security is not something allowed here.

That has had to be the most elaborate story to get into a password protected iPhone.

This is illegal.

Assuming the daughter is not completely brainless: there are no options. The combination of Activation Lock plus a lock screen password means that you need either the lock screen password or the Apple account password the device had when it was locked to disable it. Apple can't help you here, the phone will only respond to passwords stored locally.

Edit: And Elixer's suggestion won't work on an Activation Locked phone. You need the password to erase it.

if the parent isn't raising their kid well enough I wouldn't trust their word on a story like this, either.
