How to get academic community to review my idea?

I have an idea for nuclear waste management, and I'd like to have someone in academia look at it, how do I go about this?
 
Sorry, I don't have a clue. But this brings up something that I have always wanted to see:

I'm basically a failed academician. I wished I was smart enough to have gotten a Phd and published some papers. But unfortunately, I wasn't. But I still wish I could "publish" something. I wish there was a web site that allow people to put up papers for review by the academic community and maybe if it was good enough and had merit to be publish in a scientific journal.
 
As cool as it may sound, dumping it on China is not a good idea.

There probably aren't too many schools around with NukE programs any more. Find one and email a professor. Or email someone at the school and ask for a professor.
