How to get a website to the top of a search engine query

I'm working on a class project that involved making a website. I want to know if there is a way to make your page come up as the first listing when you perform a search on a search engine. Lets say the class website is called Internet Programming and you do a search for Internet Programming on google or yahoo how can I make it become one of the first pages listed?

my site shows up on the top of google...it's the name of our mascot, hell it shows up even before the official school website 🙂
 
Type some of these into Google and hit "I'm Feeling Lucky" (not sure how many still work):

Weapons of Mass Destruction
Miserable failure
Waffles
French Military Victories

These are the results of something called "Google bombing". Basically, a bunch of people need to link to the page in question on their own websites, using a predetermines keyword, and then Google's spider bots pick up on the trend and move it up in the rankings. Google doesn't exactly like it, but I haven't heard of them taking any huge countermeasures against it... basically they regard the Internet as too massive a place for it to matter for long.

Google really should just have a "move my website to the top of a search engine query" submission page. Am certain it would not be abused. No, of course it wouldn't.

PR= PageRank. You're offering to put up a link for $5, if your PR is 2 it's not worth much, if it's 7 it is. If you don't know what your PR is.......
