My moms old Toyota Previa got hit while parked and it crushed the door and fender at the hinges and the door doesn't shut good. Insurance gave her so much and her keep the van or a bit more and them take it. She decided to keep it. They wanted her to turn the tags in and that she needs it to be fixed and inspected before she can get a rebuilt title and re-tag it. They want receipts showing it was fixed before she can do any of this.

I can fix the van myself with what damage was done and it be passable but not sure I would be allowed to with receipts needing to be shown and I can do it a whole lot less than what they gave her. Would the receipts need to equal what they gave her? She can't decide if she wants to fix it or sell it as a parts car. I told her she should have probably took the bit extra they offered and let them have it.

Depends on the state. Go look on your states BMV website. It'll tell you what you need to know...

Yea usually the state is the one that inspects it and decides if it pass's or not. But that may vary state to state.

If the vehicle is working properly/safely; take it to the local DMV and they will send an inspector out to look at it.

If it passes that; the DMV will be able to issue you a rebuilt title.

Who has the title currently? It's an older car so I would assume your mom has it. As long as you didn't have to submit title for insurance purposes there may be a chance the vehicle has not been flagged as salvage.

But wouldn't the insurance claim/payment cause the title to show up as needing a rebuilt one when the OP goes to title it?

Especially considering "They wanted her to turn the tags in..."? Since the tags were surrendered, combined with the ins. payment, I'd think the VIN has been tagged as totaled already.

If the insurance company didn't take posession of title and vehicle then it's possible. I'm just working off experience in N.J. so OP's mileage may vary. Just this past year girlfriend crashed a bike, insurance company considered it "totaled". Got check. Fixed bike. She retained the title and no changes were made.
