How to get a legit copy of Whistler?

As far as I can tell, Whistler hasn't been shipped on MSDN Universal CDs. Is this true? If not, which disc is it on (folks at work have MSDN, but must horde it to prevent its abuse)?

Outside of being an official beta tester, is the MSDN download the only way to get the software?
