How to generate an unatended driver-installation through "plug and play"

I'm wondering how I can make and unattended driver installation through "plug and play"
In my organization, we do need to install a large amount of HP scanners.
The users do not have administrator privileges. What I want to do is to make an msi-file so the users can install both the drivers and the software automatically from that file. (We do have a policy that authorize users to run msi-files)
I made to make an msi-file from the software, but not yet from the drivers.
The case is that after the installation of software completes, plug and play is starting to initialize the drivers.
I made an own service that run the "control.exe hdwwiz.cpl" with local system privileges, but I don't know how to make that further.
