Is there a program that will kill all programs running except the windows components needed to run games? I swear I've seen a program like that, just can't remember where I saw it.

use run, msconfig and Selective startup, Uncheck Process SYSTEM and WIN File and Start up items and then under services check hide all MS servives and then disable the rest and restart.

Just get rid of startup items in msconfig. YOu can disable non-microsoft services, but be careful what you disable. None of the MS services should be disabled.

You want End it All from Ziff-Davis (sorry, don't know the website). I use it myself

Disable any MS services that you don't use. Type "services.msc" in run. Here is a little page about all the services.
