How to free up allocated but unused memory

Hi, I have 256MB memory, but over time more and more memory is being allocated and my swapfile starts getting used. As of now I have about 350MB of allocated memory, and I'm not even running that many applications. 67% of my 140MB swapfile is being used.
My question is, how do I free up this allocated but unused memory? I tried the VBScript file trick (creating a memory.vbs with the line "Mystring = (x)" with values of x from 16000000 up to 256000000) but it didn't do jack according to Norton System Doctor and Windows System Monitor. I don't want to have to download one of those memory programs that free up memory if I can help it. I tried one of them before and the program itself took up about 9MB of memory.

Thanks. Is resman really that good? I downloaded Memory Zipper Plus, and it seems to work pretty good if I can trust Norton System Doctor and MS System Monitor. Also its memory footprint is only 2+MB, which I can take.

Is there any documentation on this resman anywhere? I ran it and it looks pretty cool, but not even a help menu.
