i just bought a external hard drive and my comp caan't read it but i know it's working bec. it detect on the system manager, i ask around and they said the external is fat32 format and my comp is win 2000. what's the easy way to do this?

Open a command prompt window and run fdisk to make sure that there is a partition on it. If not create one. After that just type "format X:" (replace X with the drive letter).
A drive letter will not show up in explorer unless it has been fdisk'ed.
BTW: This will destroy all data on the disk (if there is any).

right click my computer > manage > disk management. you should see the drive there. right click to get options.

No no no.... You don't open My Computer, you right-click on it 🙂 🙂
From the menu choose Manage.
After that choose Disk Management.
It should show it there.

Right click on it and choose Create Partition, if I am not mistaking
and then format it with FAT32.
