How to format CD/DVD in xp 3

I find I cannot format a cd or dvd using win xp sp3.

I want to make msdos boot disk.

I know I can use nero to make boot disk but this is caldera dos and I want msdos.

You don't need to format a CD or DVD unless it's re-writable.
