How to format a write-protected USB thumb drive?

So my friend has this thumb drive, (we call it pen drive on this side of the world) which he wants to format but upon normally clicking on the format option from Windows 10 it pops up window saying the drive is write protected!

So how can he format the drive? Is there any app or something which will let him? He tried from disk management option and some other third party app too, none worked.

Any help would be appreciated. Thanks in advance.

The drive is toast. Throw it away, or smash it with a hammer until it's itty-bits.
