How to force delete folders

Often I get folders or files, usually folders, that refuse to delete. Will give the "in use by windows" crap. Its coming to a point where I have all these folders that are just in the way. Any program or method out there that allows me to force delete such folders? Rebooting did not work, doing check disk did not work either. I have one on a windows server (forced to use windows because of the app that it runs) and its really irritating as its right in the middle of a production folder structure and I have to "dodge" it each time I do mass file copys.
 
Yeah it was empty, and ntfs permissions were ok. Unlocker worked to remove it, thanks, think this app will be rather useful.
