How to force CAPS LOCK on at boot-up in XP and DOS??

I realize the vast majority of readers hate the CAPS LOCK key. However, we do a great deal of data entry that requires all caps. Can CAPS LOCK be forced on at boot up like the NUM LOCK key? (In both XP and DOS)

unless you write a C programs that calls some hardware thing and launch that program at startup, AFAIK it ain't possible with standard methods.
