how to fix tearing when playing videos?

Im having tearing problems when playing videos off netflix, hulu, and youtube. No problems with dvd playback. This happens on both my monitor and tv. Here is my specs:
Athlon X3 II 445
ASUS M4A785TD-M EVO AM3 AMD 785G
Radeon 4200 (128mb sideport)
4gb ram (512 is for video)
Win7 64 Pro
Using latest drivers for everything. How can I fix this? Is it a driver issue or a hardware issue?

you must have disabled aero so turn it back on and the tearing will stop.

Thank you . I turned aero back on and now everything seems to be working great . Now I have to ask, how does aero effect video play back?
