When we speak of something we can say something like "10 times more" and everyone would know what it means, but what does "10 times less" mean? My chemistry class was having a discussion about it a while ago that lasted half an hour, and no real outcome, except that it's clear if you use a fraction to express the amount.
 
Bob has a net worth of 100k.

Fred has a net worth of 10 times more than Bob.



Frank has a net worth about one tenth of Bob's.

OR

Divide Bob's wealth by one tenth and you will have Frank's net worth.
