how to enable taskbar tooltips

I just reformatted and did Windows XP on my laptop (HP N5470) two weeks ago. Then two days ago I did the SP2 upgrade. I honestly dont remember how it was before SP2, but I now discover that the tooltip I'm used to seeing when I hover over a taskbar button just isn't there. I have the same (XP/SP2) on my desktop at work and tooltips work there.

Is there somewhere to enable tooltips?
