how to Enable lock memory pages in Vista basic

anyone here know how to enable lock memory pages in vista basic.. because there is no such option or admin tool like Local Security Policy, wondering if there is a tweak or something... for this...

Apps lock pages in memory on their own if they deem it necessary, it's not something that you force on them.
