You can use the "fake display" trick to make it work. Go to Screen Resolution and click on Detect. Highlight the "No display detected" placeholder and from the dropdown select "Available display output on Intel HD 4600". In the Multiple Displays dropdown, select "Try to connect anyway on: VGA" and then click Apply. Then choose "Extend to this display". This will create a virtual display for the iGPU (you can drag it to a position above your real displays so it's out of the way). Finish up by choose "Extend to this display". The language will be a bit different on Win 7, but the procedure is the same as on Win 8.x. QuickSync will now be available in programs like Handbrake.

Keep in mind, though, that QuickSync video quality is still not as good as x264. It's great for doing a quick conversion for your phone or tablet, however.

EDIT: Make sure you have the latest Intel video drivers installed.
