How to downsize all images in a folder

Is there any way (in a couple of steps) to downsize all images in a folder? I am storing (hundreds of) images that were scanned in at 600 dpi and I only need them to be 100 dpi.
 
Have Photoshop? If so, do one manually, recording an action as you go. Then run a batch of that action on your folder.
 
There's a batch image resizer powertoy that lets you adjust the resolution...but I don't think it specifically lets you adjust dpi.

Irfanview can probably do it.
 
Fast Stone Image Viewer is the most underrated tool for this kind of thing. Irfanview's interface is klunky in comparison.
 
Adobe photo products (eg, PE) has this capability built in as "Batch Processing" under the File Menu. I use it often but as I recall, there are a few issues to consider. To process the photos to a common size via batch, after doing any required rotation, factor out the landscapes from the portraits and then perform the processing before you edit any photos via cropping. Always remember to reduce photos by an integer factor (2X, 1/2X, etc.).
