how to do a system lockdown

I have windows 2000 and want to do a system lockdown. All I want the user to do is use IE.

I try using "mmc" to set the permission. But it set it for the user and system administrator. How do I set it just for the user account?

I just want IE open, nothing else.

Just like he said, permissions, permissions, permissions...

Setup the permissions for program X so that only the users you specify can use it. If you dont know how to set permissions you have some reading/learning to do.
