How to disable XP tooltips???

I have tried all the standard ways of disabling tooltips in the registry. Is there a program that will do this for me?

Right click the Toolbar, click Properties, Click Start Menu, click Customize, click Advanced, uncheck Highlight Newly Installed Items.
