You can eliminate the gateway from Network properties:
Start->Settings->Network and Dialup connections
Right click on your connection, choose properties, Internet Protocol, Properties, Advanced, remove the gateways
And presto - nothing except your internal network works

I've tried looking at this option but there is no Gateway to remove, are there any other ways to disable the internet?

Use a firewall and block all communication with outgoing ports 80. This would end almost all non-secure http communication.

Disconnect the modem - then hide it. :)

I am sorry to tell you, but if you can't install even a software firewall, then you won't be able to disable internet access. You might delete/hide the icons for Internet explorer, but the IE components still remain in the system.
