How to disable ctfmon.exe from running for remote Citrix users

Long story short, it causes an issue with a software that users run in our network through Citrix.

If I remote into the Citrix server they are on, load task manager and terminate ctfmon.exe per user that is having the issue, it resolves.

The problem could be completely solved if the server they were on didn't run this at all for any user.

We have 5 citrix servers that they will connect to at random when using the remote software and ctfmon.exe loads and it causes issues for the user until I log in, run task manager, then terminate process for the particular user.

I hope this makes sense, and thank you very very much for any help.

Edit: I did run group policy editor in the respective Citrix servers and under User Configuration-> System-> "Don't Run Specified Windows Applications" I clicked enable, and typed in ctfmon.exe.

Does not work for some reason....
