We’re currently investigating an issue related to the forum theme and styling that is impacting page layout and visual formatting. sysinternals is now owned by microsoft but MS has an area of their web site with all the various utilities from sysinternals.
One like Handle or maybe Process Explorer or whatver should tell you. Check the program features of their different process related tools to see which one can tell what files/handles/devices are open by a given application/process.
Handle ought to do it though that is lower level.
I think they may have some device spy or whatever programs too so you can see what the com port is doing.. though that probably doesn't help since I doubt it is doing anything.
Could just be brain damage in the OS and sync program itself where the sync program is partly running but the GUI doesn't show or whatever.
