How to determine refresh rates

Lately I have been getting eye strain after playing sacrafice for a few hours to the point where I can't look at the computer screen to do email and the such after playing. I think its due to the refresh rate being a little low. Here are the specs I was able to find on my proview monitor, which is about three years old.

I normally run it at 800X600 and was wondering if there was a way to determine the refresh rate or is that something that can be determined only by the specs, which I am still searching for on the web that tell the refresh rate at each resolution level.

you can set the the refresh rate in the display properties -> settings -> advance -> adapter

set it to optimal, and windows will automatically set your refresh rate to the best your monitor and video card can handle.

Which is better, using optimal or manually setting the highest value windows can detect for your monitor?

Why my display prop->setting-> advance doesn't have the refresh rate adjustment thing ?
