How to determine if mb or CPU went haywired?

Hi all,

I'm trying to put together a new system.

I got the Gigabyte P4 Titan mother board (nice looking board) and a Pentium 4, socket 478 CPU.

I installed the CPU, connected the power cords, install video card, DIMM, harddrive, CD-drive. Turn the power ON, oops, nothing happened. Not even the CPU fan spinned

How do I know which part isn't right?

Clues:
1. The STR/DIMM Led was on, so it is'NT the power unit.

2. I had only one DDR DIMM stick, these don't go in pair, do they? Even if they do, they can't intefere powering up, can they?

Any advise?

Did you check that the wires connecting the power switch to the mobo are in the right way? If that's good, I'd think an empty mobo (no CPU, RAM, cards, etc) with default setting should start up (connect a fan to see it)...
