How to delete WebClient/Publisher Temporary Files?

6 year old Averatec laptop, Windows XP Home Edition.

I have run virus and malware programs, then Disk Cleanup many times and it will not delete 256 KB of WebClient/Publisher Temporary Files.

Why can't I delete these temporary files? Is it a virus or malware?

Should I disable WebClient/Publisher or will that cause problems?
