How to delete System Volume Information folders?

I used to disable System Restore on all my drives except for the system drive, and delete the extraneous folders. With Winxp Sp2, I can't seem to delete the System Volume Information folders even after disabling System Restore, anyone run into this problem?
 
Right-click the folder, go to the "Security" tab, then add your username and grant it full control to the folder and subfolders. Then you should be able to delete it. If not try to do so in Safe mode or recovery console.
 
I came across that page actually. I was mainly curious as to why I used to be able to delete the folder without any hassle, and now Winxp seems so stubborn about it, having to resort to permissions or booting in safe mode.
 
This is strange, I managed to delete the System Volume Information folders on the drives which I am not monitoring for System Restore, but Windows recreated the folders after the deletion.

Is this suppose to happen??
