How to delete a section of a movie (DivX)?

I want to truncate a 703MB movie to 700MB. How do I achieve that using Premiere, or any other software that can easily accomplish this?

use VirtualDub 1.4.7
cut and paste without recompress works only if you cut at the keyframes.
just cut out the studio logo at the beginning and some credits at the end.
did you use lower bitrate on the credits?

Would that process require recompilation, which takes up a long long time? The website is down by the way.
