How to delay startup programs?

I'm having a problem with Norton Anti-virus locking up my computer at startup. This happens around 50% of the time and am forced to use the reset key to get out of it. I think its a problem with two or more of my programs accessing something at the same time, SO I was wondering if anyone knows a way to delay a startup program by 10-15 seconds?
