I don't think it does either, but I think that if someone is verbally abusing you, you can spray them with water.
You can do anything that you want; the legality of it is the question.
He caused her to feel fear of being hurt, assault.
(seems clear she'd have hurt him if he didn't make her feel that fear)
He caused her electronic equipment to be doused in water
(potential destruction of property)
In no way is the legality of either of these actions changed by Obama being president.
Looks like she called the person that past her in the very beginning of the clip the N word, and this guy heard it, and started spraying her. She didn't look too afraid, or scared, just wet.
