how to create virtual server

i am using internet via fiber which is operated with username and password by a ISP website (portal.actcorp.in). right now my account is expired but i can surf internet when "Hotspot Sheild" is running (it is a VPN based software). How is that possible ?

Sounds like they are just blocking port 80 and maybe 53. You do not connect to those ports when on a VPN.
