How to create subfolders in the start->programs in win2k?

Does anyone know how to create subfolders under "programs" that are not folder's shortcuts??
For instance I want to put photoshop's and ACDC's folders under a new folder "Photos", but when I drag the folders to put them there; it turns into photoshop folder's shortcut and not the folder itself....
Win98 didn't have this problem...anyway to get around it?

goto C:\documents and settings\whateveryourusernameis\start menu\programs
create whatever folder you want in there
then paste the links of the files you want inside that folder
