How to create own website in Server 2003

So company built up a windows 2K3 SBS and now I'm "administrating" it. So I've got everything working EXCEPT the darn web sites. Well actually i have the company website, outlook, every internal auto setup website that comes with 2003 SBS working but when i go to create my own website running off another port it for some reason just will not work. I've tried unrestricting IP addresses and users and pretty much every setting open and nothing seems to show up. Even just "browse"ing will not work no matter what port, ip, or setting i seem to use.
Any ideas as to what might be going on here or what i missed?
