How to create a guest computer with internet access only?

I have a small retail establishment and now plan to set up two desktops running Windows XP in my store so my customers can go online while visiting the store.

The only access I want the users to have is to the internet. No access to the control panel, no permissions to install or uninstall programs, no browsing the hard drive and no downloading should be allowed. In other words, minimal permissions. I have checked the default guest account but the permissions are not tight enough there.

How can I set the permissions as tight at possible but still allow internet access? Of course the customers should not be allowed to change settings in the browser either.

Grateful for any help you can give me.

That's new to me. Looks like a great free offering from MS. I'm going to check it out at the office on Monday. I have a friend opening a charter school in Baltimore soon that this may work great for. Thanks for the recommendation!
