How to create a custom rule in Outlook

Is there a way to create a custom rule that can move to a specified folder any emails sent to OR received from a particular person/group? It seems that you'd have to create two separate rules for messages sent to and messages received from. Is there a way to combine the two in one rule?
 
Why the need to combine them into a single rule?

You could create a single search folder in Outlook. That would allow you to specify a contact and would show emails sent to and received from that person.
